Recently, the Beijing Municipal Bureau of Finance issued a draft of the 2020-2022 Central Government Procurement Centralized Procurement Catalogue and Standards, which is open to the public and seeks suggestions for changes. The new phase of the centralized procurement catalogue and standards to be released further highlights the optimization of the business environment and the functional orientation of government procurement policies.

"It is the first time for Beijing to publicly solicit opinions on the centralized procurement catalog and its standards." According to the relevant person in charge of the Beijing Municipal Finance Bureau, in order to optimize the business environment and reduce the threshold for various suppliers to participate in government procurement activities, "Beijing's Catalogue and Standards for Central Government Procurement from 2020 to 2022 (Consultation Draft)" (hereinafter referred to as "New Catalogue (Consultation Draft)") has many new changes over the previous issue of the Centralized Procurement Catalogue and Standards. In terms of optimizing the business environment, for example, it reduced more than 20 items in the original centralized procurement catalog; the procurement rules were further simplified, and the procurement quotas, bulk purchases, and collective bidding in the items were streamlined, except for some items related to vehicles and conference procurement In addition to the agreed procurement method, most of the items adopt unified rules for contracted procurement below the bid limit and public bidding above the limit; comprehensive consideration of the national unified standards and Beijing's requirements for optimizing the business environment, the decentralized purchase quota standards for goods and services have been changed from the original 500,000 yuan is planned to be adjusted to 1 million yuan, and the standard for public bidding for goods and services is planned to be adjusted to 4 million yuan; the department's centralized procurement regulations for specific units are abolished, and all responsible budget units are required to determine their own departments in accordance with their own business characteristics. The scope of the centralized procurement catalogue shall be reported to the financial department in advance for approval.

Regarding the functions of government procurement policies, the new catalogue (draft for comments) emphasizes that government procurement should strictly implement the "People's Republic of China Government Procurement Law" and relevant laws and regulations, and support poor areas, prison enterprises, SMEs and The development of welfare units for the disabled supports energy conservation, emission reduction and environmental protection. All budget units in the city should make overall plans to determine the projects that their own units (including their respective units) should purchase for SMEs. On the premise that the basic needs of the organization's own operations and the provision of public services are met, more than 30% of the total annual government procurement project budget of the unit should be reserved for procurement specifically for SMEs, of which, the proportion reserved for small and micro enterprises is not low At 60%.

It is understood that the new catalogue (draft for comments) was formulated in accordance with the Ministry of Finance's "Notice on Printing and Distributing Catalogues of Government Procurement Items", involving six levels of computer equipment and software, office equipment, vehicles, electrical equipment, other goods, and services. Headings and subdivided into 30 sub-headings. Among them, passenger cars and passenger cars include new energy vehicles, air conditioners refer to split wall-mounted and split cabinet air conditioners, and printing services refer to single items or batches of more than 20,000 yuan (including 20,000 yuan). In the next step, the Beijing Municipal Bureau of Finance will revise and improve the new catalog (draft for comments) in combination with the suggestions received, and announce it to the Beijing Municipal People's Government for approval.
