The Party Central Committee and the State Council have attached great importance to deepening the reform of "delegating management services" and optimizing the business environment. In recent years, a series of targeted policies and measures have been deployed to optimize the business environment and achieve positive results. However, at the same time, there are still some shortcomings and outstanding problems in the business environment in China. The burden of enterprises still needs to be reduced. The financing difficulties of small and micro enterprises still need to be alleviated. The level of investment and trade facilitation still needs to be further improved. There is a “one-size-fits-all” phenomenon in some local supervision and enforcement, and the protection of property rights still needs to be strengthened. Some policies are not scientifically formulated and implemented in place. At present, it is urgently necessary to be guided by the expectations and needs of market players, and focus on cracking the "blocking points" and "pain points" in the investment and production operations of enterprises, accelerating the establishment of a market-oriented, rule-of-law, and international business environment, and enhancing the confidence and competitiveness of enterprise development . With the consent of the State Council, the relevant matters are notified as follows:

  • I. Resolutely remove all kinds of unreasonable thresholds and restrictions and create a fair competition market environment

  • 3. Continuously improve the quality of approval services and improve efficiency
