Ministry of Finance Information Announcement False Materials for Winning Bids Are Still "Severe Disaster Areas"

The Ministry of Finance issued 7 government procurement information announcements on August 5th (No. 902 to No. 908). These include 4 announcements of decisions on handling complaints and 3 announcements of administrative penalty decisions. The Government Procurement Information News / Internet reporter summarized the problems mentioned in the announcement and found that the problems were mainly concentrated in the following three areas:
1. The purchaser applies differential or discriminatory treatment to suppliers on unreasonable conditions;
2. The score setting in the review criteria does not correspond to the quantitative indicators of the review factors;
3. The supplier provided false materials to win the bid.
The Government Procurement Information Bulletin No. 098 showed that the complainant lodged a complaint with the Ministry of Finance because he was dissatisfied with the replies to the questions raised by the procurement center regarding the procurement project. The Ministry of Finance investigated and made a decision in accordance with the law and ordered the purchaser in accordance with Article 71 of the "People's Republic of China Government Procurement Law" and Article 68 (7) of the "Implementation Regulations of the Government of the People's Republic of China" Correct the problem within a period of time that imposes differential or discriminatory treatment on suppliers on unreasonable conditions, and that the scores in the evaluation criteria do not correspond to the quantitative indicators of the evaluation factors. The Government Procurement Information Bulletin No. 907 showed that the complainant lodged a complaint with the Ministry of Finance because he was dissatisfied with the agency's questioning response to the project. The Ministry of Finance investigates and makes processing decisions in accordance with the law, and instructs the agencies to set the points in the evaluation standards that do not correspond to the quantitative indicators of the evaluation factors within a period of time to correct them. In view of the violation of laws and regulations that affects the fairness of procurement in the procurement process of the first package of this project, the purchaser was ordered to abolish the bid in accordance with Article 36 (1) (2) of the "Government Procurement Law of the People's Republic of China" .
The government procurement information bulletins No. 906, No. 105, and No. 904 showed that all three suppliers had "provided false materials to win the bid".
