In order to help everyone better understand the relevant situation, today we are very pleased to invite Mr. Yu Weiping, Deputy Minister of the Ministry of Finance, Ms. Wang Hong, Deputy Mayor of Beijing, and Mr. Chen Yin, Executive Deputy Mayor of the Shanghai Municipal Committee of the Communist Party of China. Yu Weiping:

Good morning, ladies and gentlemen, media friends!

Today, the four of us will jointly introduce the relevant international benchmarking experience and continuously optimize the business environment.

Creating a market-oriented, rule-of-law, and international business environment is an important starting point for the "six stability" work and high-quality development. Facing the complicated economic situation at home and abroad, in recent years, all provinces, municipalities and autonomous regions in the country and all relevant departments have adhered to the guidance of Xi Jinping's new era of socialist characteristics with Chinese characteristics, fully implemented the decision-making and deployment of the Party Central Committee and the State Council, and vigorously promoted the "decentralized administration" reform 2. Continuously optimize the business environment and further liberate and develop productivity. We focus on the concerns of market players and their weaknesses, aim at the world-class level, and launch a large number of pragmatic and effective reform measures to continue to stimulate market vitality, enhance endogenous power, release domestic demand potential, and promote sustainable and healthy economic and social development.

This year, China's reforms to optimize the business environment have been more vigorous, more precise, and faster. More than a dozen departments including the State Council's Function Transformation Coordination Office, the Ministry of Finance in conjunction with the Ministry of Justice, and the Beijing and Shanghai Municipal Governments, based on last year's World Bank assessment results, sorted out 56 major points of failure in China's business environment one by one, and benchmarked internationally. Advanced and interoperable international rules. At the beginning of the year, a special account of reform tasks was formulated to clarify reform goals, responsible departments, and time nodes. At present, with the exception of a few amendments to the law and tasks involving the integration of multi-department functions and systems, the State Council's Function Transformation Coordination Office and the Ministry of Finance have coordinated and promoted all departments and the Beijing and Shanghai Municipal Governments to complete more than 100 reform measures on time and with quality. Major breakthroughs have been made in reforming institutional mechanisms such as the approval of the entire process of construction projects and the improvement of the regulatory system for protecting small and medium investors, further enhancing the international competitiveness of China's business environment.

In particular, based on the strong support of relevant departments, Beijing and Shanghai, as sample cities in China, took the opportunity to participate in the World Bank's global business environment assessment, and dared to embarrass the "hard bones" of reform and the "deep-water areas" of reform. A series of drastic reforms have been made in the areas of obtaining building permits, obtaining electricity, cross-border trade, starting businesses, and registering property. They have set a benchmark for the nation's "decentralization of service" reforms and optimized the business environment, and provide other areas in the country. A lot of valuable experience that can be learned and copied.

At the same time, we further strengthened the latest policy implementation and publicity efforts, training of front-line window staff, ensured that the reform measures were fully implemented, the policy language was clear and easy to understand, and the handling process was clear at a glance. The policy transparency and awareness were greatly improved and properly Solve the "last mile" problem of policy implementation, and confidently show and announce to the international community the latest achievements of China's "decentralization of service" reform and optimization of the business environment.

Facts have proved that the effectiveness of China's business environment reform policy can withstand the test of market players and the international community. Yesterday, the World Bank released this year's "Global Business Environment Report". The global ranking of China's business environment has achieved a high rise, rising from 46th to 31st last year, and has been selected as the business environment by the World Bank for two consecutive years. One of the 10 largest economies in the world with the greatest improvement. Among them, the execution of contracts and the ranking of power indicators ranked 5th and 12th in the world, respectively, ranking the world's forefront; the construction permits index achieved overtaking in curves, and the ranking jumped from 121 to 33; The ranking of small and medium-sized investors has risen sharply from 36 to 28. The indicators of cross-border trade, bankruptcy, tax payment, and business establishment have also improved in different degrees.

On October 22 (Tuesday), Premier Li Keqiang issued a Decree of the State Council, promulgating the Regulations on Optimizing the Business Environment, which further provided institutional guarantees for optimizing the business environment.

The reform of "delegating administration" and optimizing the business environment are a blade-inward revolution, and a "tough battle" faced by China in the process of promoting comprehensive and deepening reform. President Xi Jinping emphasized that the business environment is not the best, only better. In the next step, the Ministry of Finance will continue to work with relevant departments and local governments participating in global assessments in accordance with the decision-making arrangements of the Party Central Committee and the State Council, and strive to lead the global trend in reforms in some areas, overtaking in some areas as soon as possible, and follow closely in some areas. With the goal of building a world-class business environment, we are continuously moving forward. At the same time, we will also actively promote the reform measures and reform experience of participating cities such as Beijing and Shanghai to the whole country, and share China's reform experience with the international community, and contribute Chinese wisdom and Chinese solutions to improve the overall level of the global business environment. Thank you!

Thank you, Minister Yu, and I would like to invite Ms. Wang Hong to make an introduction.

Wang Hong:

Dear media friends,

good morning, everyone! I am very glad to participate in today ’s briefing. I would like to take this opportunity to express my heartfelt thanks to all media friends for their care and support for Beijing's economic and social development.

In the past two years, Beijing has earnestly implemented the important spirit of General Secretary Jinping ’s internship that Beijing and other megacities should take the lead in increasing business environment reform. In accordance with the decision-making arrangements of the Party Central Committee and the State Council, under the strong leadership of the Municipal Party Committee and Municipal Government, With the people as the center, with the goal of increasing the sense of gain for enterprises and the masses, benchmarking international rules and the highest standards, vigorously advancing the reform of optimizing the business environment, and making every effort to create a world-class business environment upland, has achieved visible results.

According to the World Bank report, in the past two years, Beijing has vigorously promoted reforms to optimize the business environment, and a total of 88 reforms have been adopted by the World Bank. Among them, in the just-released 2020 report, 35 items were adopted with a score of 78.2 points. On the basis of last year's substantial improvement, this year it has increased by 4.6 points, exceeding the level of some EU countries and OECD member countries. The six sub-indicators such as the cost and procedures for obtaining electricity, building quality control in the construction permit index, and the quality of judicial procedures for contract execution have reached or exceeded the global cutting-edge level, and four of them received full marks. Five first-level indicators have entered the top 30, setting a benchmark for global best practices. Twenty-four sub-indicators such as registration of property and time, and access to electricity and power supply reliability exceeded the level of OECD high-income countries, becoming the pioneers of reforms at the national and global levels. Beijing has made important contributions to the significant improvement of China's business environment ranking and the establishment of a good image of opening up. According to the ranking of the World Bank's economies, Beijing is equivalent to Tokyo, Japan, which ranks 28th and 29th.

The good business environment has greatly stimulated the vitality of the market and promoted the high-quality development of the capital. We all know that Beijing is a science and technology innovation center. We take high-tech enterprises as an example. In 2017, we established 98 daily averages. In 2018, we set up 200 average daily. This year, we set up 250 average daily. The national high-tech enterprises reached 25,000. Home has doubled. There are 82 unicorn companies, accounting for half of the country. It can be seen that a good business environment provides a very important guarantee for the healthy development of the company.

The first is to persist in innovating, take the lead in exploring, and vigorously promote reform. In the past two years, Beijing has actively explored and deepened the reform of "decentralization of service", and has taken the lead in launching a number of innovative and influential breakthrough reform measures. A series of 149 policies to optimize the business environment 1.0 and 2.0 have been issued, and 191 reform measures have been introduced. For example, start-up enterprises take the lead in implementing "one-stop service" and realize "one-window processing and one-time filing". Enterprises can obtain business licenses, official seals, invoices, etc. at one time; they can be the first to implement low-voltage power supply for small and micro enterprises. Services, reducing the number of procedures from three to two, becoming the region with the least electricity supply in the world; obtaining credit to take the lead in realizing unified registration of movable property guarantees, and greatly improving movable properties by integrating the two systems of market supervision departments and the People's Bank of China Credit Reference Center Efficiency of transaction guarantees; Beijing and Tianjin jointly implemented the “early declaration fault tolerance mechanism” and “one-stop sunshine price” in the cross-border trade field. The overall customs clearance time was reduced from 111 hours to 83 hours, reducing 25%.

The second is to adhere to the problem-oriented approach, focus on key problems, and advance reforms precisely. In particular, in response to the concentrated procedures and long-term application for building permits, Beijing has taken the lead in implementing a fully closed project management model for approval, supervision, acceptance, and registration of simple and low-risk social investment projects across the country to build a “multi-regulation integration” "Multi-map joint review", "multi-test integration", "multi-test integration" efficient approval mode; the approval function of the 14 approval departments can be canceled resolutely, and the merger can be merged immediately. The approval service items include 224 items Streamlined to 107; changed the special completion acceptance that originally involved 7 matters in 7 departments to joint acceptance. According to this year ’s World Bank report, Beijing ’s construction permit processing time has been reduced by 32%, and the link has been reduced by 18%. The ranking is equivalent to jumping from 132 last year to 32, an increase of 100 places, which has achieved a leap-forward improvement. The municipal government's initiative and concentrated manifestation of reform is also a successful practice of continuously deepening the reform of the examination and approval system and vigorously promoting the "One Netcom Office".

The third is to stick to the end, strive for practical results, and improve the enterprise's sense of gain. Beijing continues to explore the establishment of a normalized, rolling reform and promotion model of the "question list + high-level dispatching", strengthening the daily supervision of third parties and third parties, and opening up the "last meter" from policy introduction to rooting. According to the World Bank's 2019 and 2020 business environment reports, key indicators such as starting a business, processing building permits, obtaining electricity, registering property, cross-border trade, and paying taxes have reduced operating time by 64% and operating links by 32%. At the same time, the reform of the business environment has directly saved operating costs of 3 billion yuan for enterprises; Beijing Dingge has implemented various national tax and fee reduction policies, accumulatively reducing the burden on enterprises by 180 billion yuan. These reforms have also been widely recognized by enterprises and the masses. In the past two years, two-level government service halls in urban areas have received 3,487 flags and 4,384 letters of praise. We said that the Gold Cup and Silver Cup are not as good as the word of mouth of ordinary people. Our cadres were faced with a pennant and a letter of thanks, deeply inspired by education, and further strengthened their determination and confidence to deepen reform and do a good job.

In the next step, Beijing will continue to adhere to the standards of the first kind, work hard to make progress, continue to promote the reform of the business environment, set benchmarks and establish demonstrations in the country, and make "Beijing contributions" to optimize the business environment and high-quality development in China.

thank you all!

Shou Xiaoli:

Thank you Mayor Wang, and I would like to introduce Mr. Chen Yin.

Chen Yin, Member of the Standing Committee of the Shanghai Municipal Committee of the Communist Party of China and Executive Deputy Mayor (Photo by Liu Jian)

Chen Yin:

Thank you, host, media friends, good morning! Optimizing the business environment is a major deployment made by the Party Central Committee and the State Council in the new situation and an important measure to promote high-quality development. With the support and guidance of the relevant national departments, Shanghai takes system innovation as the core, government process reengineering as the starting point, and enhances the enterprise's sense of gain as the standard, giving full play to the Shanghai Pilot Free Trade Zone's advancement in deepening business environment reform. Try the role first, use the international experience for reference to promote the reform of "decentralization of service" and promote the continuous optimization of the city's business environment.

The first is to promote reform through opening up and improve the internationalization of the business environment. The Central Government has requested the Shanghai Pilot Free Trade Zone to establish benchmarks against the highest international standards and standards, and build a market-oriented, rule-of-law, and international business environment. Shanghai learns from international common practice and advanced experience, and leads the "efficiency of free trade zone" to drive the improvement of the efficiency of municipal services. Explore and promote the implementation of reforms such as "separation of licenses and licenses" in the city, greatly improve the convenience of the entire process of starting a business, and gradually solve the "entry without permission" problem. Introduced the reform of “four centralized and one-time implementation” of investment construction approval matters, and the time and link for enterprises to obtain approval for construction permits has been significantly reduced. The construction of a high standard "customs clearance + logistics" throughout the "single window" of international trade, the time and cost of import and export goods have dropped significantly. Introduced innovative measures such as "comprehensive windows" in office halls and no veto power in windows, which comprehensively improved the efficiency of window service in government affairs halls. For more than 6 years, the Shanghai Free Trade Zone has explored and formed over 300 reproducible and expandable experiences in the areas of investment, trade, finance, post-event supervision and "separation of licenses and licenses" reforms, which has promoted the systematic improvement of the business environment.

The second is to implement the "One Netcom Office" to improve the efficiency of government services. Shanghai aims to revolutionize the government service with the goal of city-wide, network-wide, one-off, one-off. The city's big data center was established, and the "One Netcom Office" general platform was established to access 2035 government services and achieve full administrative approval. And creatively restructured the system to promote streamlined and optimized service processes. 90% of the approval items were only run once and completed once, and 356 items were handled throughout the city. While advancing "online and one network online", advancing on "offline one window". The professional acceptance window was integrated into a "zero-difference acceptance" comprehensive window, and the acceptance staff was upgraded from "specialist" to "general practitioner", and the average waiting time for applicants was reduced by one third.

The third is to launch the "Enterprise Service Cloud" to establish an enterprise life-cycle service system. The first comprehensive service platform for e-government and commerce-Shanghai's "Enterprise Service Cloud", which provides GSP precision pocket services for full-scale, all-ownership, and full-life-cycle enterprises. It mainly solves the problem of poor access to policies and nowhere to respond Difficult to effectively seek professional services. As of now, the "Enterprise Service Cloud" has established a full-coverage policy, a bottom-line appeal, and an integrated professional service system. The total number of website visits has reached 8.488 million, with registered users of 492,000, and 91,000 service orders completed.

Recently, Shanghai has further benchmarked the internationally leading economies in the business environment. Focusing on expanding the reform coverage and expanding the benefits of enterprises, Shanghai has studied and formulated a version 3.0 plan for optimizing the business environment, and continues to promote the improvement of the business environment with greater efforts.

Shou Xiaoli:

Thank you Mayor Chen. Let ’s move on to the question section. Please inform the news organization where you are before asking questions.

CCTV reporter asked questions (photo by Jiao Fei)

CCTV reporter:

I have a question for Minister Yu. We know that the global economy is now facing downward pressure. All economies are improving the business environment and seeking foreign capital as much as possible. How is our country improving the international competitiveness of the business environment? ? How do you rate it? Thank you.

Yu Weiping:

Thank you for your question. Indeed, the business environment is a concentrated expression of a country's soft power and international competitiveness. Under the current international economic situation, competition around the business environment is indeed becoming increasingly fierce. On the one hand, advanced economies that are already at the global cutting-edge level have not relaxed the pace of reform. According to World Bank statistics, this year the top 20 economies in the global business environment implemented 22 reform measures, of which more than half came from economic cooperation. Organizations are OECD high-income economies. On the other hand, emerging and developing economies are also catching up. Nine of the 10 economies with the largest improvement in the global business environment selected by the World Bank this year are developing economies. Therefore, in the face of the complicated international economic situation and fierce international competition, the Chinese government has always adhered to the strong stimulus policy of "flooding floods", insisted on comprehensively deepening reforms, further opening up, and especially continuing to promote "decentralization of services". Reform, make good use of the policy "combination boxing", and further strengthen the connection with internationally accepted economic and trade rules in system design, and actively create a business environment that matches China's international economic status and influence.

Judging from the World Bank's evaluation of 190 economies around the world, China ’s ranking of business environment has repeatedly reached record highs. Last year, it ranked among the top 50 in the world for the first time. This year, it has been close to the top 30 in the world. Among the market economies, the business environment reform is one of the countries with the greatest efforts and the most significant results.

In addition, in recent years, China has introduced a series of effective policies in the areas of "separation of licenses and licenses", strengthening of intellectual property protection, relaxation of restrictions on access to foreign industries, and promotion of fair competition rules. These have far exceeded the "Doing Business Globally" The scope of the Environmental Assessment Report. Therefore, we are full of confidence in the international competitiveness of China's business environment.

Of course, if the business environment is good or not, companies will vote with their feet. Here I also want to share with you two sets of data for everyone to watch. The first is that the improvement of the business environment has continued to stimulate the enthusiasm for entrepreneurship and innovation. The number of newly registered market entities reached 17.664 million households, and the average daily number of newly established market entities was 64,700 households, a year-on-year growth of 13.1%. Second, it is beneficial to enterprises, and it has really reduced the operating costs of enterprises. In the first eight months of this year, the scale of tax and fee reductions exceeded 1.5 trillion yuan. China has a vast market, excellent talents, convenient infrastructure, a high level of business environment and first-class government services. We welcome and look forward to entrepreneurs from all economies in the world to invest in China and start business and compete with Chinese companies. To share the institutional dividends released by China's reform of deregulation services and optimize the business environment, and contribute to the development of China's economy and the global economy. Thank you.

Questions by reporters from China Business News (photo by Jiao Fei)

First Financial TV reporter:

I would like to know that since 2017, Shanghai has implemented two rounds of benchmarking reforms of the business environment. Would you like to know what the current effect is? Thank you.

Chen Yin:

Thank you for your question. It should be said that a good business environment is productivity. After two rounds of business environment benchmarking reforms, we have profoundly realized that some soft environments such as spending less, not spending money, and optimizing institutional and institutional aspects have allowed market participants to continue to actively increase investment. Driving employment is more stable and effective than direct government intervention. Shanghai's continuous optimization of the business environment will promote economic development.

First, corporate investment confidence is increasing. Everyone also sees that in the face of the current complicated international situation, especially the downward pressure on the domestic economy, Shanghai has given enterprises peace of mind through the continuous optimization of the business environment. Shanghai's economy maintained its upward trend in the first three quarters of this year, with an increase of 6% in the first three quarters. In addition, industrial investment has also increased by 17.7% last year, and has increased by 16.3% in the first three quarters of this year. It has maintained double-digit industrial investment growth for 18 consecutive months, creating conditions and foundations for future economic growth.

Second, foreign investment is also more optimistic about Shanghai. From January to September this year, the newly established foreign-funded enterprise projects, contractual use of foreign investment, and actual foreign investment all achieved synchronous growth, with growth of 40.2%, 8.9%, and 13%, respectively. Shanghai has so far introduced a total of 705 regional headquarters of multinational companies and 452 foreign-funded R & D centers. The number of regional headquarters and R & D centers of multinational companies accounts for about half of the country.

Third, the vitality of enterprises is increasing, and new market players are constantly emerging. The average daily number of new enterprises in Shanghai this year is 1,429, an increase of 7.4%. As of the third quarter, the annual job creation target has been completed in advance.

The reform of Shanghai's business environment insists on market evaluation as the first evaluation and corporate experience as the first experience, and strives to solve the bottlenecks that restrict the development of the market economy, providing a strong driving force for the sustainable and healthy development of Shanghai's economy and society. Thank you.

CNBC reporter question (photo by Jiao Fei)

CNBC reporter:

I have two questions. The first question is about foreign-funded financial companies. They have some concerns about remittances. Would you like to ask whether some recent new policies have improved in this regard? The second question is what improvements have been made to the business environment of intellectual property rights and other foreign companies in Beijing and Shanghai? Thank you.

Yu Weiping:

Thank you for your question. Regarding your first question, there is no such content in the World Bank's evaluation indicators, and there are also its competent authorities in this regard. It is recommended that you contact the relevant departments after the meeting. Please ask two people about Beijing and Shanghai. The mayor answered.

Wang Hong:

Thank you for your question. Beijing attaches great importance to the protection of intellectual property, especially because Beijing is a science and technology innovation center, strengthens mechanism reform and model innovation, and actively builds a seven-in-one system of multiple adjustments in administrative law enforcement, judicial trials, commercial arbitration, legal services, social supervision, and industry self-regulation The pattern of great protection of intellectual property rights. At present, we have set up Beijing Chaoyang (Design Services) Intellectual Property Rapid Rights Protection Center in Beijing, China (Beijing) Intellectual Property Protection Center, and China (Zhongguancun) Intellectual Property Protection Center. .

The Beijing Municipal Intellectual Property Office has established 71 workstations for intellectual property rights protection centers in 16 districts in Beijing and economic and technological development zones, designated service companies, and basically achieved full coverage of public services for intellectual property protection. We have established 10 industry intellectual property dispute adjustment organizations, and trained a team of 242 people's mediators. As of September 2019, a total of 9,608 disputes have been reconciled, 6,144 cases have been closed, and the mediation success rate is 64.10%. The average time for mediation is about 15 days.

At the same time, we have unimpeded channels for complaints and reports. Through the hotlines 12330 and 12345, we accept reports and complaints of seven types of intellectual property violations, including patent rights, trademark rights, and copyrights in Beijing. Our 12330 and 12345 are hotline for timely processing, which will promptly forward the clues of these reports to law enforcement departments for administrative processing, and track the handling of reports and complaints.

From the perspective of supervision and law enforcement, we have comprehensively carried out the work of “double random and one open”. The law enforcement supervision has been refined, institutionalized and standardized, and we have cracked down on infringements. As of the end of September 2019, a total of 2,831 IP complaints had been received and 361 IP cases had been investigated. Strengthen the dual-track protection mechanism that connects judicial trials and administrative law enforcement to provide strong judicial guarantees for the protection of intellectual property rights.

I can give you an example. Our World Garden Fair has just ended. If you participate in the World Garden Press Conference at that time, I will invite you to the World Garden Fair to see how our intellectual property is protected. For example, during the 162 days of the opening of the World Garden Expo, we set up a special working group on intellectual property protection, and also formulated the "Work Plan on Intellectual Property Protection of the 2019 Beijing World Horticultural Exposition", In the "Enforcement Process of IPR Protection Work of the World Garden Fair", an IPR protection office was established in the park, and a dedicated law enforcement force was set up. Before the meeting, during the meeting, and after the meeting, a comprehensive IPR integration was carried out in the park. Inspection, from the perspective of patents, trademarks, copyrights and new plant varieties, one by one, we have a series of data, such as law enforcement officers inspected more than 1,800 enterprises, inspected more than 120 patent products, audited advertising There are more than 1,000. In this regard, we also carry out more than 2,000 such inspections on cultural performances. The unique work of the World Garden Fair, such as high-density protection of 29 new plant varieties for the record, and 9 The undocumented new plant varieties were strictly protected under the guidance of more than 1,200 individual plant varieties in China and more than 40 new foreign varieties. Protection, these ensure the smooth progress of intellectual property protection during the Beijing World Garden. Thank you.

Chen Yin:

Let me supplement the protection of intellectual property rights in Shanghai. First of all, I want to say that Beijing has always been a leader in intellectual property protection in the country, and it is also our role model for Shanghai. During the construction of the “Five Centers”, Shanghai attaches great importance to the protection of intellectual property rights, strengthens the construction of a coordinated administrative and judicial supervision system, and continues to carry out a series of special actions to vigorously conduct a series of illegal acts such as patents, copyrights, and trademarks. The rectification has established an intellectual property protection pattern of strict protection, major protection, quick protection and co-protection.

The specific measures are as follows: First, strengthen the administrative enforcement of trademarks and patents. As for this year, from January to September, we filed and accepted 169 patent dispute cases and closed 169 cases; investigated and handled 1,131 trademark violation cases, confiscated more than 249,000 trademark infringement marks and commodities of various types, and transferred trademark crime cases. 25 pieces.

The second is to give play to the role of China (Pudong) Intellectual Property Protection Center in its rapid review, rapid confirmation, and rapid protection of rights. A total of 474 pre-trial patent cases were received from January to September this year, and nearly 145 were authorized.

The third is to strengthen the comprehensive supervision and comprehensive improvement of the relevant intellectual property market order in the key regions, areas, and links involved in the "Expo Expo", strive to purify the intellectual property market environment, optimize the reporting and complaint mechanism, and strengthen clue transfer work. Improve the efficiency of administrative investigations.

The fourth is to promote the cooperation mechanism of intellectual property law enforcement in the Yangtze River Delta region. The Yangtze River Delta region is geographically close, economic flows are more frequent, and the protection of intellectual property rights needs to strengthen integration and linkage. Therefore, case transfer, commissioned service, assisted investigation, assisted execution, assisted case handling, horizontal coordination, service collaboration, information sharing, etc. In this regard, the three provinces and one city in the Yangtze River Delta carried out comprehensive law enforcement cooperation.

The fifth is to improve the multi-dispute resolution mechanism. Throughout the year, the people's mediation committees for intellectual property disputes in various districts in Shanghai accepted a total of 2,157 intellectual property disputes, successfully mediation of 1,497, and a mediation success rate of nearly 70%.

Sixth, a pilot platform for international operation (Shanghai), a national intellectual property operation public service platform, will be established and put into practical operation. Carry out core business functions such as intellectual property transaction services, financial innovation, overseas distribution and rights protection, operation of key industries, and basic services. These measures not only protect intellectual property rights, but also allow more intellectual property rights to play its role and economic contribution. .

Questions from reporters from CCTV Central Broadcasting Corporation (photo by Jiao Fei)

CCTV reporter:

We have seen ten indicators in this report issued by the World Bank. Taxation is a very important indicator. In recent years, the Chinese government has made great efforts to reduce fees and taxes. I would like to ask the Ministry of Finance how far it has reduced fees and taxes this year. ? Thank you.

Yu Weiping:

Thank you for your question. Thanks to the continuous release of the effect of tax and fee reduction policies and the continuous improvement of tax facilitation, China's tax index ranking is on a steady upward path, rising from 131th in the world in 2016 to 105th in 2019 . The World Bank also used a large section of this year's "Global Business Environment Report" to highly recognize a series of reform policies introduced by China in reducing tax payments, time consuming, and reducing the income tax rate of small and small profit enterprises.

Since the beginning of this year, the Ministry of Finance has resolutely implemented the decision-making arrangements of the Party Central Committee and the State Council on implementing larger-scale tax reductions and fees reductions, and together with relevant departments promptly introduced specific policies and measures on tax reductions and reductions in five areas, including deepening VAT reform, Inclusive tax deductions and exemptions for enterprises, special additional deductions for personal income tax, reduction of administrative fees and government funds and other policies, and actively promote the effective implementation of various policies and measures. For example, inclusive tax deductions for small and micro enterprises and special additional deductions for personal income tax have been implemented since January 1; deepening of value-added tax reform measures have been implemented since April 1; social insurance rates have been reduced on May 1. Effective from today; measures to clean up and regulate administrative fees and government funds have been implemented since July 1. In addition, in order to further promote the high-quality development of the manufacturing industry, as of June 1, 2019, some advanced manufacturing industries have relaxed the conditions for VAT credits; in order to further support the development of the living service industry, October 1, 2019 By December 31, 2021, the percentage of VAT deductions for the domestic service industry will be increased from 10% to 15%.

Judging from the current situation reflected in various aspects, the implementation of tax reduction and fee reduction is good, and society generally reflects that the comprehensive, package of tax reduction and fee reduction policies implemented this year is the most direct, effective and fair measure for benefiting enterprises. Various tax and fee reduction measures have been implemented effectively, and the effects are gradually showing:

Firstly, the "three guarantees" requirement for the obvious reduction in the tax burden of major industries such as manufacturing, the construction industry and the transportation industry, and the reduction of the tax burden of other industries has not been increased; Both tax reductions and structural tax reductions are focused on reducing the tax burden of small and micro enterprises, focusing on supporting the development of private and small and micro enterprises; the third is the increase in the reinvestment ratio of corporate tax reduction dividends, which has effectively promoted enterprises to increase investment in research and development; It has stimulated the vitality of market players, and has effectively strengthened market confidence and economic growth potential. Fifth, under the influence of multiple factors such as tax and fee reduction, the per capita disposable income of residents nationwide has increased, and the vitality of household consumption has increased.

In the next step, the Ministry of Finance will strengthen coordination with relevant departments, continue to pay close attention to changes in tax burdens in various industries, timely study and solve outstanding problems reflected by enterprises, and ensure that tax and fee reduction measures are put in place. At the same time, the implementation effect of the policy will be evaluated, and related policies and measures will be improved based on the results of the evaluation to promote better tax and fee reduction policies. Thank you.

Question from Guangming Daily reporter (photo by Jiao Fei)

Guangming Daily reporter:

According to the report issued by the World Bank, in which areas did China promote reforms this year? In addition, from the measures taken by China to reform its business environment, what specific experience has China gained? Thank you.

Yu Weiping:

Thank you for your question, it's a good question. The latest "Global Business Environment Report" has adopted the Beijing and Shanghai Municipal Governments and relevant departments in handling construction permits, protecting small and medium investors, handling bankruptcy, cross-border trade, obtaining electricity, paying taxes, starting businesses, executing contracts, and registering 36 new reform policies in nine indicator areas including property.

For example, the Beijing and Shanghai cities aim at the best level in the world, greatly reducing the approval process and time consuming of simple low-risk construction projects, multi-standard integration, multi-map joint review, and multi-inspection combination, and have improved the construction quality supervision system. According to the latest assessment by the World Bank, the entire process of processing building permits has been shortened from 155 natural days last year to 111 natural days, and the building quality control index has reached the full score. The index ranking has increased significantly from 88 to 33 in the world. This year's overall ranking improvement has made important contributions. The Supreme People's Court and the Securities Regulatory Commission have further improved the relevant regulatory rules of listed companies, strengthened the protection of small and medium investors' rights and interests, and significantly improved the ranking of indicators for protecting small and medium investors by 36 to 28.

Of course, these are just two silhouettes of our reforms to benchmark international advanced experience and optimize the business environment. There are many similar examples. Due to time, I will not list them one by one here. Interested friends can follow up and report to the Beijing and Shanghai municipal governments and relevant departments after the meeting. I hope that more companies can experience these changes in person, and I also hope that media friends can give us feedback on the company's feelings and help us better design and implement policies.

According to the latest World Bank report, China has been selected by the World Bank as one of the 10 economies with the largest improvement in the business environment in the world for two consecutive years. If you ask what successful experiences there are, I would like to briefly mention three points:

First, we aim to improve the accuracy of policy initiatives based on issues and needs. As I just mentioned, in the past two years, we have sorted out the missing points and concerns of the market subjects one by one, combined with the best international practice and the overall requirements of China's "decentralized management" reform, and introduced specific reform measures, and Clarify responsible units and deadlines, conduct special inspections and ensure comprehensive landing, and allow the World Bank to score and evaluate China's business environment through corporate policy perceptions and satisfaction.

Second, strengthen the systemicity and coordination of reforms and form a joint force for reform. The World Bank advocates full-process reforms to provide intensive and convenient services to enterprises. For example, the indicator of starting a business is by no means the same as the traditional industrial and commercial registration. It also includes a series of matters including taxation, official seal, and social security. The application of building permit indicators does not only refer to the application of construction permits, it covers the entire process from project establishment, planning, quality inspection, acceptance, water application to completion of the building's first real estate registration. Therefore, in the past two years, we have promoted the breaking of policy barriers between different departments, between departments and localities of relevant indicators, and opening up data barriers. The relevant processes should be combined and should be reduced and reduced. The concept of "things", reengineering the process.

Third, increase publicity for reform policies. In conjunction with the Beijing and Shanghai municipal governments and relevant departments, they carried out large-scale and high-density policy promotion and interpretation, organized special policy trainings for hundreds of thousands of people, and publicized the latest procedures and time commitments, and worked hard to make domestic and foreign Enterprises and the international community see a China with more transparent policies and continuous reforms. Thank you.

Question from Hong Kong Commercial Daily reporter (photo by Jiao Fei)

Hong Kong Commercial Daily reporter:

What are the gaps between Shanghai and the cities with a world-class business environment? In what areas do you think the next step is to improve the rankings? Thank you.

Chen Yin:

Thank you for this reporter's question. The business environment is better than best. In 2017, when Shanghai researched and formulated an action plan to optimize the business environment and accelerate the establishment of a new open economic system, it set a three-year goal to optimize the business environment. By 2018, the shortcomings in related areas should be significantly improved. The business environment indicators must reach the advanced level of internationally recognized standards; by 2020, the convenience of business environment in all fields must enter the international advanced ranks, forming a vibrant, efficient, more open market, international, and rule of law camp. Business environment. By now, most of these two goals have been achieved. Among the 10 indicators evaluated by the World Bank, 8 of them have entered the global top 60, and 5 of them have entered the global top 30, which means business Great progress has been made in the depth and effectiveness of environmental reforms. The competitiveness of the business environment in related fields has entered the international forefront, and the overall appearance has also been systematically improved. In the next work, we still have to benchmark against higher standards, and in accordance with the decision-making arrangements of the Party Central Committee and the State Council, benchmark the advanced economies with the World Bank's business environment in order to build the most convenient trade and investment, the highest administrative efficiency, and the government. The goal is to provide a world-class business environment with the most standardized services and the most complete rule of law system. Focusing on the World Bank ’s benchmarking reform and the “One Netcom Office”, it is necessary to continuously address the difficulties, pains, and blockages reflected by enterprises. Efforts to reform the business environment.

The next step is to aim for higher goals. Beijing and Shanghai worked together this time, and China ranked 31st overall, indicating that there are still 30 economies that have done better than us, and that is our goal to catch up.

The second is to spend more effort to implement the policy. On the one hand, there is a process from the launch of the business environment optimization policy to its effectiveness. We must continue to strengthen policy promotion, including strengthening the training of window service personnel, and optimizing working mechanisms and workflows to meet new job requirements. On the other hand, the reform also has a process of gradual deepening and systematization. We will continue to deepen the reform plan and gradually expand the reform coverage. In the end, we will be able to achieve full coverage and full coverage. For example, for building permits, we must start with low-risk small projects, gradually expand to general projects, and finally expand to various types of investment projects. Another example is the acquisition of electricity. We gradually expanded from low-voltage users to high-voltage users, and gradually expanded the scope to other fields such as water, gas and grid use.

In short, we will take the perception of the company as the sole criterion for testing the effectiveness of the reform, and support high-quality development with a high-level business environment. Thank you.

Beijing News reporter question (photo by Jiao Fei)

Beijing News reporter:

I would like to ask Deputy Mayor Wang Hong, this year's World Bank report fully affirmed Beijing's business environment reforms over the past year, and Beijing's score has also increased significantly. We have proposed the goal of Beijing to build an international business environment highland. What are Beijing's next plans? Thank you.

Wang Hong:

The questions you ask are questions we are thinking about. General Secretary Xi Jinping said that the business environment is not the best, only better. After more than two years of practice, we also deeply understand that optimizing the business environment reform is equivalent to running a marathon. 190 economies compete in the same race. Advance and retreat. At the same time, optimizing the business environment is also a self-innovation with an inward edge. We must not only persevere for a long time, but also face difficulties and work hard. , One round after another. In the next step, we will continue to do a good job, starting from three aspects:

The first is to stick to a high position. We must benchmark international frontier cities, find deficiencies and gaps, sort out the missing points one by one, give full play to the role of a comprehensive, multi-level, and cross-regional reform coordination and promotion mechanism to further form a strong reform driving force.

The second is to adhere to the goal of gaining the sense of enterprise and the masses. This is also the starting point and end point of our business environment reform. We must allow enterprises and masses to participate in and promote reforms. The results of the reforms are tested by enterprises and the masses. In the work, we must ask the enterprise and the people, including media friends who often give us supervision, criticism, and constructive opinions. These are the starting points of our reform.

At the same time, we must strengthen the linkage in urban areas, improve the standardization of government services, continuously improve the efficiency and quality of window services, and further improve the convenience of enterprises and the masses in doing business.

The third is to focus on the difficulties and pain points of the corporate masses. Based on the implementation of business environment optimization 1.0 and 2.0 versions, Beijing has formulated and optimized business environment optimization version 3.0. The reform task involves 204 specific facilities in 12 aspects, and strives to achieve new breakthroughs. Thank you.

Shou Xiaoli:

Time is our last question.

Economic Daily reporter question (photo by Jiao Fei)

Economic Daily reporter:

This year, China ’s international ranking of the business environment has been steadily rising. May I ask if China ’s benchmarking will be advanced internationally and in which areas will the business environment be optimized? Thank you.

Yu Weiping:

Thank you for your question. This year, in accordance with the decision-making arrangements of the Party Central Committee and the State Council, the Ministry of Finance, together with the State Council's Function Transformation Coordination Office, relevant departments and participating city governments, actively benchmarked the international advanced level and achieved fruitful reform results. But compared with the expectations of enterprises and the masses, we still have a lot of room for improvement. To this end, we have worked with relevant departments and participating city governments to study and launch the next round of benchmarking international advanced experience and optimize business environment reform. In general, in the next stage, we will do two major tasks:

On the one hand, it is to continue to promote the reform of business environment facilitation, and in accordance with the requirements of "one window, one door, one network", further reduce the process, time and cost of handling business-related matters. For example, in terms of starting a business, we will work with relevant departments to promote the comprehensive application of electronic business licenses in participating cities, integrate social security registration, and provident fund account establishment and integration into the "One Netcom Office" platform; in terms of building permits, further improve classification approval, classification Supervision system to create a comprehensive online acceptance platform covering the whole process, improve the efficiency of approval and supervision; in cross-border trade, further increase the degree of "paperless" customs clearance, and support participating cities to implement the model of direct import by ship; in terms of taxation, Relying on the electronic taxation bureau, One Netcom Office, and optimizing tax return forms will further reduce the total time required for corporate taxation.

On the other hand, vigorously promote the legalization of the business environment. As President Xi Jinping emphasized: "The rule of law is the best business environment." Since the beginning of this year, the Supreme People's Court has adopted a number of judicial interpretations to address the institutional shortcomings in the areas of bankruptcy, enforcement of contracts, and protection of small and medium investors in combination with trial practice, further improving the legitimate rights and rights of creditors and small and medium investors. , And achieved positive reform results. Recently, the State Council specifically issued the Regulations on Optimizing the Business Environment, which is the first administrative regulation to optimize the business environment at the national level, which further strengthens the top-level design of the business environment work. In the next step, we will also cooperate with relevant work in accordance with the relevant reform requirements of the Party Central Committee, the State Council, the National People's Congress, and the Supreme People's Court on the construction of a business environment ruled by law, and create a more internationally competitive business environment under the rule of law.

For the Ministry of Finance itself, on the one hand, it will continue to play its overall leading role, work closely with relevant departments, actively crack the bottlenecks of the institutions and mechanisms restricting local reforms, promote participating cities to try first, and make good use of international developments such as the World Bank Institutional intellectual resources, advice and suggestions for relevant departments and participating cities to solve the pain points, blocking points, and difficult problems faced by the reform and optimization of the business environment of the “decentralization service” and the business environment, and create a market-oriented, rule-of-law, and international business environment Make a positive contribution. On the other hand, as one of the leading departments of taxation indicators (co-led by the Ministry of Finance and the State Administration of Taxation), we will continue to implement the decision-making arrangements of the Party Central Committee and the State Council on tax and fee reduction work in a comprehensive manner with the State Administration of Taxation and related parties Implement the existing policies, and further improve the design of subsequent policies to effectively reduce the operating costs of the enterprise. Thank you.

Shou Xiaoli:

That's it for today's briefing. Thank you, publishers, thank you journalists, goodbye.
